Legalization of mining in Russia: new rules
Mining in Russia is now an officially recognized activity, but with certain conditions. A key element of the regulation is the register of miners maintained by the Federal Tax Service (FTS). Miners are obliged to join this register:
- Individual entrepreneurs (IE);
- Legal entities (LLCs and other forms);
- Operators of the mining infrastructure (pools, hosting, etc.).
Individuals may continue to engage in mining at home without registration, but subject to an energy consumption limit of up to 6,000 kWh per month. If this limit is exceeded, a sole proprietorship or LLC must be registered and information must be submitted to the registry.
Taxation of mining
Cryptocurrency mining is now classified as entrepreneurial activity and is subject to taxation. A two-stage taxation system has been established:
- The first deduction is during the pooled wallet phase;
- The second is when selling cryptocurrency if its value has increased.
Tax rates depend on the status of the miner:
- Individuals – personal income tax 13-15%;
- Legal entities – income tax 25%.
Tax defaulters risk facing heavy fines, and in the case of evasion on a particularly large scale, criminal liability is possible.
Prohibitions and restrictions
Despite legalization, the authorities have imposed a number of restrictions:
Ban on mining during the heating season (from November 15 to March 15) in the Irkutsk region, Buryatia and Transbaikal Territory due to high load on the power grid.
A complete ban on mining in 10 regions, including the DNR, LNR, Zaporizhzhya and Kherson regions, as well as the republics of the North Caucasus.
Equipment requirements. All equipment must have a Customs Cargo Declaration (CCD) confirming its legal importation. ASICs without a Customs Cargo Declaration are subject to confiscation.
Restrictions for certain individuals. It is prohibited to mine for citizens with a criminal record for economic crimes, as well as companies engaged in the generation and sale of electricity.
Mining at home: conditions and rules
Private miners operating without business registration must comply:
- Electricity limit – no more than 6,000 kWh per month;
- Payment of taxes – 13% or 15% personal income tax;
- Noise regulations – noise from the equipment must not disturb neighbors.
To minimize the risks, it is recommended to use noise-reducing boxes for equipment, as well as to clarify electricity tariffs in advance.
Additional requirements
From 2025, new equipment requirements are introduced:
- It is mandatory to have a Customs Cargo Declaration (CCD) to confirm the legal importation of asics;
- Possibility of introducing regional limits on electricity consumption;
- Ban on mining for individuals with economic crimes or ties to extremist organizations.
In addition, mining is not subject to VAT and companies cannot use the simplified taxation system (STS).

Mining farms in Russia in 2025 are absolutely legal, but it is important to comply with three main conditions:
